How to create a rom and where to get the base rom that we are going to edit?

I'm curious, usually I only use what is already available so if there is someone please explain in detail
I've also looked for information on the internet but I want information from the person directly or who has started to understand it

Hey, I am interested in rom development. Maybe maintain some further down the line, but mainly for learning purpose and curiosity. I have basic knowledge in linux and few programming language. It would be a help, if any developer share his process or redirect me to beginner friendly guide, documentation etc.
