It's called Network Mode by Ather.
Seems the app got removed from Play Store in the meantime. You can try this link: https://m.apkpure.com/network-mode/com.ather.networkmode
Or search for com.ather.networkmode.

Good informative like as the play store comments as well light, Android L features added would be really useful,Still there some issue are those things will mail you separately.
I recommend this app to who all are new to android, or who all want know more about android they can know more new information about the android. i learned some new things from this app.
